Whisk together soy sauce, sugar, garlic, sesame seeds, sesame oil, scallions, red pepper flakes, and black pepper. Toss beef and onion in the marinade and let sit for an hour. When ready, stir fry carrots and other vegetables in 1 tbsp oil for 2 min. Remove. Stir fry beef and onion mixture with the marinade in two batches, each using 1 tbsp oil for 2 min. Add the vegetables. Serve over rice or ramen noodles and top with additional scallions and sesame seeds if desired.
